ON FRIDAY, THE TWELVE OF DECEMBER, VERKHOVNA RADA OF UKRAINE CONTINUED ITS WORK IN PLENARY REGIME
At the beginning of the morning meeting, the Chairman of the Verkhovna Rada of Ukraine, Volodymyr Lytvyn has informed on the results of the plenary meeting that were held on 11th of December: 9 agenda issues, in particular 6 bills of resolutions, were scrutinized, 6 bills were adopted in the first reading, 2 bills were scrutinized as alternative to the adopted ones and were rejected.
The Chairman announced Deputies Petitions.
The bill of Law on amendments to Law "On State Budget of Ukraine for year 2008 and on amendments to some legislative acts of Ukraine" presented the Vice-Ministeron Finance, Anatoliy Miarkovkiy. According to the Bill the dotations to Pension Fund are raise on 6, 6 mlrd. grn. The funds are planed to be aimed at the realization of the Law "On the raise of Miners´s Work Prestige"
A. Markovskiy has also stetd that itvis supposed to raise the compensations "Naftogas of Ukraine" in 3,2 mlrd.grn.
According to the Bill it is presupposed to introduce the amendments to the numeral indexes. Consequently, the expenses will be on risen13,3 mlrd.grn.
According to the reporter the source of the income will be import on the territory of Ukraine on 6 mlrd, grn. and also incomings from the National Bank.
A. Miarkovskiy announced that the Government agreed with the propositions on the Budget project.
Verkhovna Rada has adopted the Law "On Amendments to Law "On State Budget of Ukraine for year 2008 and on amendments to some legislative acts of Ukraine" (266 "upholded")"
As a next item the People´s Deputies have scrutinized the bill on "Amnesty". The Chairman of the Committee on Legislative Support of Law Enforcement, Volodymyr Moisyk has informed on the prepared by the profile committee remarks to the second reading, The Parliamentarians have scrutinized the amendments, having adopted one of them, concerning the amnesty is not implemented regarding people who have broken with the road rules or run the vehicle that caused the death of a person and also does not concern those who were engaged with the narcotic substances.
The Bill was adopted in the second reading by 393 votes.
The Bill on amendments to certain Legislative Acts of Ukraine (re prohibition for banks to alter the terms of deposit or credit agreements unilaterally) has presented the People´s Deputy, Borys Tarasiyk. He declared that the bill protects interests of thousands Ukrainian citizens who according to the data supplied by National Bank of Ukraine were given credit in the sum of approximately 253,5 mlrd. grn.
The author declared that banks are not forbidden to use their right for the reconsideration of the conditions of the treaty compiling in case the circumstances are fundamentally changed, but it will require the proper argumentation in court and not in the way it is argued today. During the scrutinizing the people´s Deputies suggested that the second item of the conclusive principles should be declined. According to it the rules of the given law were also regarded to the deposit and credit agreements that were compiled before date of entry into force of the adopted today law.
